Dealing with an Insurrectionist Uprising across the galaxy is no game. The 343 Helljumping ODST squad learns this as they start to fight the Insurrectionist's one by one and destroy them. Spartan's are on the ground, but they are fighting against multiple enemies; Forerunner, Covenant and Insurrectionist alike. Each Spartan can only do so much.
